With reference to my letter of the 15 ultimo, directed by the Earl of Clarendon to transmit to you to be laid before Earl Granville, a copy of a further despatch from Sir Rutherford Alcock on the subject of direct communication between the Police Authorities at Hongkong and the Chinese Authorities at Kowloon.

However, it seems out of context and might be a result of OCR misrecognition. 7. The original text's formatting has been adjusted to reflect proper paragraph structures. 8. "1954 Hong Kong" seems out of place and may be an error since the rest of the document refers to 1869; it's left as is. 9. File references and page numbering are not present in the original text, so rule 4 and 5 don't apply directly here.
